Pay per letter sites are fine
The problem with pay per letter sites are the men that use them wrong. Sites like those offer you a way to pay to send letter to beautiful women - but what is the point if you aren't going to meet them?
You cannot marry a woman like this without going to visit her. It is very difficult otherwise.
If you don't plan on traveling to the country, do not pay to send letters back and forth with women you will never actually meet.

Additional Advice
The big thing you need to rely on is her birthday. It's kind of like this. Any dating agency checks her passport before registration. The only info which I have seen to be the same on multiple dating sites, (Meaning different companies and not just www frontpages), is her birthday and her name. Those are correct. Everything else may be false. So, when you go to vkontakte.com, look her up by her birthday first, then do country, city, and name.
