Yes, not all hymens break from intercourse. The hymen is never completly gone until after childbirth. Most women still have traces of their hymen until after they have their first child.
It depends how flexible the hymen is as to whether it will break. Some hymens will just stretch or fold down and not break until the second to third time having sex and other's break the first time. It is different for every women. You can visit a gynagologist before having sex as well.
